SEEDS has compiled this list of programs, incentives, and financing tools that help residents, businesses, farms, and nonprofits reduce energy use, lower utility bills, and invest in renewable energy.

C-PACE: Improving Communities by Financing Clean Energy Projects for Businesses

Commercial Property Assessed Clean Energy (C‑PACE) is a financing tool that enables commercial, agricultural, nonprofit, and multifamily (5+ unit) property owners to complete energy efficiency, renewable energy, water conservation, and resiliency upgrades with 100% up‑front private capital. Repayment is made through a special property tax assessment, allowing long terms (20–30 years) and cash‑flow‑positive projects.

C‑PACE removes two major barriers to energy upgrades: high upfront costs and uncertainty about long‑term ownership. Because repayment is tied to the property, not the owner, the assessment transfers automatically if the building is sold. Long repayment terms ensure that annual energy savings often exceed the annual assessment payment, improving both building performance and cash flow.

Eligible projects include:

  • LED lighting and controls
  • HVAC upgrades, heat pumps, boilers, chillers
  • Variable speed drives
  • Building envelope improvements (insulation, air sealing, windows)
  • Process equipment upgrades
  • Green roofs
  • Water‑saving fixtures and systems
  • Condensate reuse and industrial water reduction
  • Solar PV, solar thermal, wind, geothermal
  • Methane/biogas systems
  • Sustainable biomass systems
  • Resiliency upgrades (storm hardening, flood mitigation)
  • Indoor air quality improvements (ventilation, filtration)

Eligible buildings include:

  • Commercial, industrial, agricultural, nonprofit, hospitality
  • Multifamily buildings with 5+ units (eligible in most PA counties)
  • New construction
  • Historic buildings used commercially
  • Private schools, nursing homes, fire halls

 

Federal tax credits for energy‑efficient home improvements and clean‑energy systems are updated regularly on the ENERGY STAR website. Homeowners can receive a 30% federal tax credit for qualifying clean‑energy systems such as solar panels, small residential wind turbines, geothermal heat pumps, and battery storage through 2025. Additional tax credits are available for energy‑efficient home upgrades, including heat pumps, insulation, windows, doors, and other improvements, with annual limits depending on the project type. Existing homes, new construction, and second homes generally qualify, while rental properties do not.

The USDA’s Rural Energy for America Program (REAP) offers loan guarantees and, when available, grant funding to help agricultural producers and rural small businesses install renewable energy systems or make energy efficiency improvements. While REAP grants are temporarily paused nationwide due to federal program backlogs, loan guarantee applications remain open yearround, and USDA strongly encourages applicants to work directly with their local Rural Development office for guidance. Wayne County and surrounding counties are served by the Wyoming Area Office in Tunkhannock, where Area Specialist Jason Cali (5708365111 ext. 123) is the primary contact for REAP inquiries, supported by a team of specialists and technicians. Additional counties in eastern Pennsylvania are served by the Lehigh Area Office in Allentown, which provides assistance to businesses and producers across Berks, Bucks, Carbon, Lehigh, Monroe, Montgomery, Northampton, Philadelphia, Pike, and Schuylkill Counties.

PPL Electric Utilities (“PPL”) offers a wide range of rebates and programs to help customers reduce energy usage and save on energy efficient products. Programs are available to residential customers, small businesses, nonprofits, multifamily property managers and commercial facilities.

Programs include rebates for energy‑efficient equipment, rebates for appliance recycling and new enhanced rebates based on household income. Haven’t purchased your appliance yet? Customers can shop the Online Marketplace and receive a discount on select efficient products.

Energy assessments are a recommended starting point. Choose from an In-Home Audit (available with a rebate), a Virtual Assessment (by phone) or an income eligible WRAP assessment. Start with a WRAP assessment if you qualify.

Pennsylvania’s Department of Environmental Protection offers the Small Business Advantage Grant, a competitive reimbursement program that helps small businesses reduce energy use, prevent pollution, or protect natural resources. The 2025–2026 grant cycle opens August 1, 2025, with funding covering 50% to 80% of eligible project costs, up to $7,500–$12,000 depending on environmental impact and whether the project is located in an Environmental Justice area. Eligible projects include energy‑efficient lighting, HVAC upgrades, boilers, digital X‑ray equipment, truck retrofits, and a wide range of pollution‑prevention and natural‑resource protection improvements. Applications are accepted until March 13, 2026, or until funding is exhausted.

Sustainable Energy Fund (SEF) is an independent nonprofit 501(c)(3) dedicated to helping energy users overcome educational, financial, and regulatory barriers to a sustainable energy future—one in which energy is harvested, converted, distributed, and used in ways that meet today’s needs without compromising the needs of future generations. SEF provides financing for renewable energy and energy‑efficiency projects, invests in innovative clean‑energy programs, and offers educational initiatives that build the knowledge and skills of future energy leaders.

Each year, SEF hosts Energypath, the region’s largest sustainable energy event, bringing together professionals, policymakers, and students for hands‑on learning and technical training.

SEF also maintains a network of energy service providers to support project development across Pennsylvania. As former SEEDS Executive Director Jocelyn Cramer notes, “If you have a renewable energy project that you want to make happen, please reach out to the Sustainable Energy Fund for financing assistance. If they don’t have a specific program that meets your needs, they have the ability and flexibility to potentially help you make it happen.”

DSIRE (Database of State Incentives for Renewables & Efficiency) is the nation’s most comprehensive source of information on federal, state, local, and utility incentives and policies that support renewable energy and energy efficiency. Established in 1995 and funded by the U.S. Department of Energy, DSIRE is operated by the N.C. Clean Energy Technology Center at NC State University. The database provides up‑to‑date details on thousands of programs across the United States, helping homeowners, businesses, and communities identify opportunities to reduce energy costs and invest in clean energy.

Federal Tax Credit Up to $7,500: New allelectric and plugin hybrid vehicles may qualify for a federal income tax credit of up to $7,500, depending on whether the vehicle meets domestic battery component and critical mineral sourcing requirements. Eligibility also depends on income limits and vehicle price caps, and the credit is only available for vehicles acquired on or before September 30, 2025. Small neighborhood electric vehicles do not qualify. Additional state or local incentives may also apply. Some insurance companies, including Farmers Insurance, offer discounts for electric vehicles.
